I always win this way
1) start as virus 2) get 1-1-1 on resistance 3) don't buy or add anything until the vaccine is finished 4) then add 4-4-4-4 resistance.
Note:If Madagascar isn't infected relatively fast, and it begins to trigger closures, restart
