Apply a full population of 200 to the building. If you have 200 population available, just hit the Max Pop button when the Plunko building is selected. Thanks for playing Turbo Town! :-)
The lab doesn't show cards that are in your single player decks. This is to make sure players don't accidentally make their single player decks incompatible or delete/merge so many cards that they don't have enough cards anymore to make complete decks.
