I agree, I have gotten artillery 5 times since my last post. HOWEVER, all the artillery has been smoke, so I don't know if there it just happens that I'm extremely lucky or if no actual artillery is sent when you have no constructions. Also, I realize that you need tanks for protection. That's why I have 5.

I haven't had one artillery strike against me.
AI only sends artillery strikes when you build stuff.
