In the second garage you can park your car in front of the little ally way so no zombies can get in, then you upgrade your melee to whip and stand there killing them from behind your car.
@Sheltem: I got the badge with two fundraisers and an operative, just barely, by killing McCain. Then I did it a second time all hatchet men and yeah it was way easy, they are imbalenced.
