Its not about mulligans. Its about random numbers. I'm a programmer, I know that its difficult for computers to create random numbers. This particular system has a bad RNG.
REDO the RNG, you get dealt some of the most implausible hands. I've seen numerous times when a card had over a 90% chance to turn up and not get dealt, even several rounds after that. In a deck of 30 cards the chances for getting a card with 5 in the deck is 76% as the 9'th card, if none have been dealt.
