No, it is meant to be like that. Think about it, never ending farming of a single person if none of your monsters die, or unlimited monsters for Kozu farming... It's just wrong.
I got stuck in the tutorial, because I thought I was supposed to click heal all soldiers when I leveled up the first time, and then I couldn't heal my soldier with the BBQ Meat. Please fix this.
