I get the max cap for soldiers but some including me are not getting the basic soldier to fill in/recruit even with sufficient pop/food. showing 0 footsoldier 0 max with 5400 current pop

my archers are trying to go into towers when i attack but keeps saying defeated until all of them are gone leaving 2 in the towers and the rest of my troops
