Not mindless, their brains are obviously still quite important. If they can still walk and run, why can't they use a gun? Not consciously, of course, but for some people using a gun to bring someone down is almost instinctive, obviously this is an US city. Also, balances out the super-soldier who can carry almost unlimited ammo and regenerate on the go
