I think there should be a button in sandbox that says 'Fill map' and then you pick the tower and upgrades. Or in the regular game when you hold shift to add multiple towers when you get one upgrade it upgrades them all if you have the money but if you don't, it upgrades the one. Rate this up so that developers will see it.
