Could there be some sort of soft reset mechanic. When you reach the 1200 point talents buying the third one too early makes it almost impossible to get to ragnarok to reset your talents to be able to progress again.
You should be able to Ragnarok for a respec as soon as you hit 100% Ragnarok Charge (even if you'd earn 0 RP).
