is there a trick to spawning legendaries or are they at an extremely low spawn % ? after playing 6 hours in hardcore im scrapping at lvl 55 and havent spawned 1 :/

cards with block and devour will get you through early campaign and aids no problem. centurion was a personal fave 1 star for a long time.
