OK, I uploaded a new version. Most bugs mentioned should be fixed, and there are new links for maximizing values, which should make the game much easier to play.

I see some people say that the game is too hard - I can only agree. The original Hamurabi drove me mad by being too hard, which is why I added the upgrades to make it at least somewhat easier.
What the upgrades do:
Pest control - reduces the number of bushels destroyed by rats, make plague happen less often.
Capacity - allows you to keep more wheat
Farming tools - increases the number of acres a single person can work.
Seed quality - spend less wheat for planting.
Irrigation - increases the yield slightly
Flood control - should reduce damage from disastrous weather, but I suspect this is broken atm.
Another problem that the original Hamurabi had (and my version retains for now), is that the plague kills half the population every 9 years on average, and only 50 people can join the city each year. This makes having more than 1000 population almost impossible. I think both should be upgradable.
