Yes, CT1 is designed mostly to give people a chance to get the hang of the game before getting PvP extensively. That caused problems in the early days.

Technically the fastest way is with micropurchases, though honestly I don't recommend advancing yourself to CT2 that way, since CT2 opens you up to PvP. In terms of normal gameplay, the fastest way to gain Clout is to band together with friends in order to have them help pass your bills while you help pass theirs. The amount of abilities you play on your own bills doesn't affect the Clout you gain from their passage, past the minimum requirement that you must play at least one ability in support of them to gain anything. Do note that the number of plays you make on the bills of others and the effectiveness of said ability plays is a direct determining factor in the Clout you gain upon their passage.

Guessing you either tried depositing more than you actually have on hand or clicked the button a bunch of times. Either will trigger the hacking message.

This usually means you're using some kind of character that the server interprets as invalid. If you're trying to use some sort of special/foreign character in the message, stop using it and see if the error goes away. If you tell me exactly what it is you're trying to send, I can talk to the hosting company and see if they can allow it to go through the filter. I'm really not sure why they have things set like they do, but people have encountered this problem before when using foreign language characters.

Nothing is directly career-ending. Some just cause such a huge amount of CSP loss that they're effectively unrecoverable.

Not exactly. Drugs will eventually cause you to become addicted and overdose, which is bad for a variety of reasons. Enough overdoses will put you in a coma, which will prevent you from taking any further action for a fairly large duration of time.

Thanks for saying so! You can only act on bills as long as you have energy. Passing low-level bills yourself is a safe way to gain clout, but it's also very slow compared to alternative methods. The amount of Clout you gain when one of your own bills passes is not dependent on how many actions you take on the bill (aside from the necessary one action to gain any). Therefore the most effective way to gain Clout is to work with others to help their bills while you help theirs. This is a very intentional part of the way the Clout gain system works. Do note that the effectiveness of your actions on the bills of others does determine your Clout gain for doing so.
