Why does he have to break through the safe? Why can't he just pick the lock or force one of the cops to open it while holding them in a choke-hold?

This would be a decent game if only I could actually trust the controls to WORK. But a significant portion of the time, the rocket slam simply won't trigger despite there being enough power for one.
