@MichaelChandra: it's possible, but takes a lot of time: just spam reactors in the beginning then build mortars, and move the mortars across the map if you have to stop the Creeper from building up too high.
Eventually I had about 10 mortars and began to gain on the Creeper, slowly driving him back.

A push with 21 mortars on the far right managed to make it, so theoretically that could be done with preparation and storing up energy, since it's only 8 mortars more than the energy supply I could handle without reactors. Still, ain't gonna do it a second time just for doing that push with energy surplus rather than reactors. :)

Fun part: This is a map where relays might actually matter since they let me spread around without going into the sea, which I need more energy to conquer. :)
