The "Successfully hatch 2 dragons" badge requires 3 dragons, is that a bug?

2-4 8x8 can still be figured out with logic without guessing, more steps are indeed required. Sometimes if I miss one intermediate step, I have to restart the level again because the sequence is very important, but it makes the game more addictive.
