Also, since getting the "Pirate's Spyglass" The bronze chest does not give any artifact drops anymore?

?? got the "Pirate's Spyglass" and now my bronze chest give less then the basic chest..by 2-3 tiers lower.. ? this a bug or a intentional mechanic?
