Nice take on a basic shooter. You know what I'm gonna say though (no, not 'flagged ;) It really needs an upgrade shop and some variety in the levels/enemies as the game doesn't really have anything to urge people to keep playing. I'd give it a 3 for now cos I'm a steampunk junkie ;)
