To move a command, you have to drag a command.
to resize it, you have to hold the button for a few seconds
(you will see when it's ready)
AND THEN drag it.
To remember:
move the command: just drag.
resize the command: Hold the button for a while, then drag it.
Like so everyone can see it.
I think I found the problem.
I just don't really know what you mean by tap-and-hold.
I mean: Tapping means pressing a button for a split second and then lifting your finger. And then I should hold?
how should I hold the button when I just lifted my finger? O_o

You're not the only one to be stumped by the resize interface, and no, you're not stupid :). My gut feeling is that the actual mechanism is OK, but the game needs to make it crystal clear about how it should be used. Thanks for writing all of this up.
The phrase "long press" just sprung to mind as an alternative. I typed this into Google, and the first article (Lifehacker) rather ironically defines a long press as tapping and holding :(. Perhaps "long press" is better?
Either the commands are way too weak or I'm not using it right.
When the lumins pass a right command, they change their ankle at most 5 degrees clockwise.
How am I supposed to get them to th goal that way? O_o
...or it may be that I've not made it clear enough how to use them :).
Could I ask which level you're referring to? As per the tutorial on level 2, the commands can be resized to increase their "sphere of influence".

Maybe where the robot starts somewhere deep down (cause he fell down there) and starts to move to the surface in order to fight his evil parents and rescue his sister! That would be so epic!!!
I don't get any further than the scene where I have to drag the chair.
No matter how fast I do it, I'll be killed by the ghost the second I step on the floor again.
Ghost is way too fast!
Maybe the "press space to use powerup" should b in the instructions section too!!!
It's quite useless to use the mouse when there are only 2 directions to shoot!
Two keys for "shoot left" and "shoot right" would have been more than enough!!!
