A game of trial and error. There needs to be a consequence for losing. The way you have it now losing is a good thing. You make money and you don't lose any territories. I would recommend editing this game to try and fix it, but rather keep it in mind for the next game like this you make. I say that because editing it now would mean editing the difficulty completely and it wouldn't be worth it. Still a fun game, and I look forward to more from you.
This game made me remember how cold I am :[. It's a good game though, I give it a five/five. Needs a badge for beating the turtle bomb thugs, you have to beat them in three moves otherwise your cooked.
