In regards to luck you need to bare in mind that a 100% boost only doubles your chance of getting an item. If your chances are incredibly low, as they initially are, you aren't going to see a rapid increase in item drops even at 100 or 200% item drop rates.
So you can kit out three different vehicles with a wide array of weapons, boosters and engine modifications with final price tags exceeding the millions...
But you can't buy a door.
