If ther was ever a sequel, i would put some more extras to it. ill start with the first game said that ther was zombies that were 8-feet tall and quick. i would put that in a second game as a enemy to make it harder to kill them. i would also add an experience system, like if you have a soldier who went on mulitple missions, id make it to where he was better at killing zombies. + if you think its a good idea.
Heres a tip to get the hard badge. if you have people who dont have a psecialty, the people with a plain t-shirt, put them on the police station defense. In a couple of turns they become soldiers. + so everybody can see this
