I found a strategy that got me fairly far. Most importantly focus on achievements they carry on from game to game. So, start battle and lose by going afk. You will get the chicken achievement. That extra 5 money adds up.
Pick, easy, free market and Monarchy. This way you have lots of money and lots of people. Take all people off of construction, useless under free market with all the pollution. Research nuke, then put everyone on farming until max population points. Now you will have lots and lots of money. Then, go for fusion missiles and shields, while picking up any passive bonuses.
I got a cruiser, with three nukes, 2 fusion, 15 shields points and in no danger of losing.
Beat last level on 2nd attempt. I only took the 4 or so in the upper left. Then, I waited for the A.I. to take the largest cell in the middle and took it immediately afterwards. Then, I avoid the A.I.'s attacks and kept taking their weakest cells until I outnumbered them. Then, I fought as much as possible head on while still taking some cells until I won.
Wow, I barely won, only 138 million left those last 10 waves were really damaging. Not sure what was doing so much damage but about 250-1000 million a hit ouch.
