In terms of an objective that would make a build-up strategy needed, you could have an achievement for each level that requires you to win without killing any giants (the guys with the treasure boxes), thus requiring you to build up with an inhibited initial cash flow.
I don't think the Horde is weaker at all, they just can't stand up to either of the other armies if both armies build up. The Horde is designed to capitalize on weaknesses in the opponent and gain a crushing advantage in the early game. They are definitely the easiest race to get a perfect rating with on levels, and win extremely quickly and easily if one prioritizes targets appropriately. Their strongest unit is their cavalry, which, as you said, can only be built from cities, but with the gold boost for every time you take a building of any kind and the movement speed boost, getting that inital stronghold isn't usually terribly difficult. And if it is, don't forget the Sandworms (which damage buildings).
the multi-jump power seems pretty worthless compared to the magnet...
At least remove the 5 jump cap, but I think it should maybe increase the spawn rate too or instead or something.

Why can't I pay my own family a decent wage? I mean, I own and operate a 4 star hotel that makes over 3,000$ a day profit, I think I should pay a bit more than 20$ a day for skilled labor.
