@DracosBlackwing You also need to have the requirement to cast a spell before you can learn it. So the learn cost might be 5 mana and 4 gems, but if it's costs 6 mana to cast, you'll need at least 6 mana max to be able to learn it. Hope that helps.
@fairywaif Sublimate Lore costs 30 Codices. Each codex increases your max research by 5.5, so when you spend them, you lose 165 of your max research. The trick is, you get an extra 15 max research added onto your max, so the net difference is 150. Then, once you've created those 30 codices again, you'll earn back the max research per codex and your total will in fact be greater. You'll also have to have earned/created the scrolls necessary as well to see the full impact. It's a bit involved, and personally I think it's a very slow process. But it will help.
Sublimate Lore says it'll increase Max Research by 10, when it actually takes reduces your max research by about 200 or so, at least that's what it's doing for me. why would you want to use this?
Figured out the problem. On FireFox I can build planes, but they ALWAYS sell when they complete regardless of the Build/Sell or Sell Only setting. That's why I can't progress.

combined 2 gems, separate their power would have given me 2.32% boost, together I'm getting 1.81% Regardless of this being intentional or not, it's better to keep your jems separate while you have space
